In Ultimate World Theory, solutions are performed in the people section (as opposed to the technology section). The basic logical deduction from the hypotheses is that certain PSAs can be predicted to be performed on a larger scale, namely the scale of time, because they are necessary for human survival. Safety issues always take priority in human affairs, and human survival is the ultimate safety issue. If these "do or die" PSAs are not performed in the future, then there will be no future.
